FLAMES

FLAMES is a simulation environment that supports a wide variety of applications for both the commercial and military sectors. FLAMES has been used for purposes as diverse as systems effectiveness analysis, flight plan evaluation, war gaming, and individual computer-based training applications. It can simulate the command and control responsibilities and mission tasking of each modeled unit from the highest headquarters unit down to the individual weapon operator. FLAMES also supports human or external model users to create or share custom models in addition to the standard set provided with each release.
